Shadow & SoulSilver Lugia Addon adds Shadow Lugia to Cobblemon as a data and resource pack, inspired by its role as the guardian of the seas and designed to give it competitive potential alongside Ho-Oh. Shadow Lugia can spawn in warm oceans and ocean biomes, and the gallery depicts it emerging from the depths, hiding in kelp, and appearing near reefs and shorelines.
